Waterloo Recreation Area Phase 2 General Management Plan Public Input Survey

To achieve the desired resource protection and user experience, the Michigan Department of Natural Resources has developed 10-year actions to guide the management and development of Waterloo Recreation Area. These actions were developed in line with the phase 1 general management plan approved in 2012 and guided by input from park stakeholders.

a. Inventory and catalog archaeological collections held at the Eddy Discovery Center and integrate into the exhibit renovations.

b. Revise management agreement between Wildlife Division and Parks and Recreation Division to clarify each division’s responsibility at the park.

c. Update Wildlife Conservation Order to open the former Cassidy Prison site to hunting and clarify the boundaries of hunting areas around the Portage Lake Campground.

d. Continue to update wildfire safety plan.

e. Continue to update Wildlife Division workplans.

f. Continue to acquire property within the project boundary to consolidate ownership.

g. Work with resource managers to identify and resolve trespass issues and mark park boundaries.

h. Control invasive species in coordination with the park's stewardship plan.

i. Finalize the draft natural resource Stewardship Plan for the park, identifying targets for conservation and related natural resource management strategies, including specific invasive species management actions.

j. Resurface Sugarloaf and Portage Campground playgrounds.

k. Replace Portage Lake fishing pier.

l. Renovate Eddy Discovery Center including building infrastructure and exhibits.

m. Improve equestrian stables and rebid concessionaire contract.

n. Develop a semi-modern equestrian campground with electricity, dump station and water at either the Maute Road Staging Area or the stables and remove the existing equestrian campground.

o. Develop former Cassidy Prison site to include a multi-use parking area, hike-in campsites with access from the Pinckney Waterloo Trail and carry-down boat access.

p. Improve Mill Lake lodge building to support additional education/interpretive opportunities for school groups and professional development.

q. Design and construct new park headquarters at the Clear Lake Road and Green Road location.

r. Implement Phase 2 of the park roads and parking lots resurfacing project.

Revise equestrian trail maps and wayfinding signage to improve trail usability.

Renovate and market trail between Mill Lake complex and the Eddy Discovery Center.

s. Install an ADA accessible hunting blind within the park.

t. Develop master plan for Mill Lake complex, incorporating reuse of the dining lodge and cabins

u. Reforest farmland west of DTE Trail parking lot.

v. Explore beach access improvements at Mill Lake.

w. Resolve Pinckney Waterloo trail erosion and drainage issues.

x. Develop a mountain bike trail loop and beginner skills course in the old gravel pit site previously identified by Waterloo Mountain Bike Association.

y. Explore connecting the park's equestrian trails to the Lakelands Trail and Pinckney Recreation Area.

z. Work to improve public transportation options to the park from urban centers.

aa. Explore paving Bush Road to Discovery Center driveway
