2024 National MS4 Needs Assessment Survey

The Water Environment Federation (WEF) conducts this survey biennially. The first survey was developed in 2018, and this is the fourth iteration.

The primary objectives of this survey are to:

Identify MS4 Program Challenges and Drivers: Understand the common issues and factors influencing MS4 programs.

Determine Information and Resource Needs: Pinpoint the technical and informational resources that MS4 permittees require.

Estimate Funding Levels and Needs: Approximate current funding levels and identify the funding gaps within the MS4 sector.

Please complete this survey if you are:

An MS4 permit holder (I.e., city, county, watershed, DOT, non-traditional, etc.).
Please designate one person within your organization to complete this survey.

A consultant or other contracted professional authorized to complete the survey on behalf of an MS4 Permittee.

Please share this survey with other MS4 Permittees in your network.
